Meet the Alliance staff.

Nan Roman
President and CEO
Areas of Expertise: Press Calls, Housing Policy, Funding, Hurricane Katrina

Nan Roman, President and CEO of the National Alliance to End Homelessness, is a leading national voice on the issue of homelessness. The Alliance is a public education, advocacy, and capacity-building organization with a network of over 10,000 nonprofit and public sector agencies and corporate partners around the country. Under her leadership, the Alliance has developed a pragmatic plan to end homelessness within ten years. To implement this plan, Ms. Roman works closely with members of Congress and the Administration, as well as with cities and states across the nation. She collaborates with Alliance partners to educate the public about the real nature of homelessness and successful solutions. She has researched and written on the issue, is frequently interviewed by the press, and regularly speaks at events around the country. Her unique perspective on homelessness and its solutions comes from over twenty years of local and national experience in the areas of poverty and community-based organizations.


Shalom Mulkey
Chief Operating Officer
Area of Expertise: Finance

Shalom Mulkey, the COO of the National Alliance to End Homelessness, oversees the day-to-day operations and directs, administers and coordinates the activities of the Alliance in support of policies, goals and objectives established by the President & Chief Executive Officer and the Board of Directors. Shalom brings to the Alliance over 10 years of experience with nonprofit organizations and five-plus years working specifically in administrative and programmatic management of homeless service organizations. She has a strong background in budgeting, financial management, human resources, and project monitoring. Prior to joining the Alliance, Shalom served as the Executive Director of St. Luke’s Shelter and the Director of Administration and Programs for St. Luke’s United Methodist Church. She holds an M.P.A with a concentration in Nonprofit Management from George Mason University and a B.A. in Communication Studies from Westmont College in Santa Barbara, C.A.


Steve Berg
Vice President for Programs and Policy
Areas of Expertise: Housing Policy, Discharge Planning

Steve Berg, Vice President for Programs and Policy, specializes in employment, economic development, and human services, and the crossover between those issues and housing. He came to the Alliance from the Center on Budget and Policy Priorities, where he worked on state-level welfare reform and employment. Before coming to Washington, he spent 14 years as a legal services attorney in California and Connecticut, working on housing, government benefits, employment and family integrity. His experience includes nonprofit management and staff training and development.


Barbara Anzelmo
Director of Finance and Administration
Areas of Expertise: Finance, Administration

Barbara Anzelmo is the Director of Administration and Finance. She assists the Executive Director in managing the organization’s administrative and financial functions. Her responsibilities include administering fiscal policies and procedures, including internal controls, audit, cash management, account reconciliations, expense allocations, recording contributions, and financial reports. She is also responsible for human resource duties including payroll, employee benefits, and oversight of evaluations; and administrative duties as administering office insurance policies and vender contracts, maintaining inventory of Alliance products and equipment, and maintenance of office equipment. Ms. Anzelmo came to the Alliance with twelve years experience in nonprofit accounting.


Samantha Batko
Program and Policy Analyst
Areas of Expertise: Rapid Re-Housing, Young Families, Youth, Domestic Violence

Samantha Batko is a Program and Policy Analyst at the National Alliance to End Homelessness. In that role, she focuses on crafting policy and identifying promising programs that end homelessness for unaccompanied youth and young families (those families with children under the age of five and parenting youth under the age of 25). Samantha also serves as the Alliance’s lead staff person on issues affecting survivors of domestic violence. She previously held the position of Capacity Building Associate at the Alliance and helped state and local governments, communities, and nonprofits design and implement rapid re-housing/Housing First systems and programs. She provided technical assistance in Fairfax County, Virginia on the implementation of their ten year plan, including the development of a new intake and assessment process and the implementation of resources from the federal Homelessness Prevention and Rapid Re-Housing Program as a systems change tool. Samantha joined the Alliance in February 2006 after obtaining her Bachelors of Science Degree in Psychology from Virginia Tech.


Amanda Krusemark Benton
Director of Policy Outreach
Areas of Expertise: Legislative Advocacy

Amanda Benton serves as the Director of Policy Outreach at the Alliance. In this capacity, she works to mobilize advocates from across the country to advance policy priorities around preventing and ending homelessness. She does this by providing the Alliance's local partners with updates on what is happening in Washington, DC and helping communities to build their capacity to take action through the sharing of effective advocacy tools and practices. Amanda also works directly with congressional offices to advance federal policy regarding homelessness. She also works with the Alliance's Leadership Council, coordinating its activities. Prior to her current role, Amanda served as both the Program and Policy Associate and the Assistant to President at the Alliance. Amanda graduated from Dickinson College with a B.A. in Sociology and Political Science, as well as a minor in Philosophy.


Anna Blasco
Capacity Building Assistant
Areas of Expertise: Expertise: Coordination, Logistics

Anna Blasco provides planning, coordination, and logistical support to the Alliance’s Center for Capacity Building. She is currently helping to coordinate a comprehensive project to build capacity to reduce family homelessness in Virginia. Her responsibilities also include providing support to technical assistance projects, including grant reporting, coordinating event logistics, and communication with stakeholders. Anna previously worked on financial accounting and administrative processes for the Alliance. She graduated from American University with a BA in Anthropology and minor in Women and Gender Studies.


D'Arcy Klingle, CMP
Director of Meetings and Events
Area of Expertise: Event Planning

D'Arcy Klingle serves as the Director of Meetings and Events at the Alliance. She is responsible for planning and executing all Alliance special events including annual conferences, the annual awards ceremony, Board meetings, staff trainings, and staff meetings and outings. Prior to joining the Alliance, D’Arcy worked at The Webster Group (TWG), a Washington, DC-based consulting company specializing in event planning, fundraising, strategic planning, and foundation management with a focus on nonprofit organizations. D’Arcy’s roles at TWG involved event production and marketing including budget, timeline development and management, stage management, event production, online auction management, fundraising, and strategic planning. During her time at TWG, D’Arcy worked with vendors throughout the Washington, DC metro area including venues, caterers, designers, florists and audio visual companies and was also able to learn about and work with many local and national nonprofit organizations. D’Arcy has been an active member of the Association of Meetings Professionals since 2008, serving on the Special Events Committee in 2009 and 2010. She received her degree in Public Relations from Northern Michigan University.


Ian Lisman
Program and Policy Analyst
Areas of Expertise: Veterans, Federal Grants

Ian is a Program and Policy Analyst focusing on veterans homelessness with the National Alliance to End Homelessness. Prior to joining the Alliance, Ian worked with the City and County of Denver as an Outreach Specialist, Case Manager, and Program Coordinator for the Homeless Veterans Reintegration Program (HVRP). There, he oversaw operations and staff, worked as a direct service provider to homeless veteran clients, developed program policy and practices, assisted in grant writing and reporting, and acted as a liaison between the city administration and outside organizations on issues relating to veterans. Ian has a B.S. in Human Services with a concentration in mental health and counseling at the Metropolitan State College of Denver and is himself a U.S. Army combat veteran of the first Gulf War.


Kay Moshier McDivitt
Capacity Building Associate
Areas of Expertise: Strategic Planning, Program Analysis and Evaluation

Kay Moshier McDivitt is currently working as a consultant in the field of 10 Year Planning to End Homelessness and Continuums of Care for Lancaster and Chester Counties (PA). She served as the Community Homeless Advisor for the Lancaster County (PA) Coalition to End Homelessness until September 2011, providing leadership and oversight for the County’s 10 Year Plan to End Homelessness and Continuum of Care. Prior to that position, she served as Vice President for Programs for Tabor Community Services Inc, a community based organization committed to ending homelessness. During her 12 years at Tabor, she oversaw a number of model program initiatives geared toward ending homelessness including prevention, housing first and rapid rehousing approaches. She has provided community leadership in the homeless service arena since 1994 both at the local level and national level on best practice models for ending homelessness. She is a graduate of Eastern Mennonite University with degrees in Social Work and Sociology.


Sharon McDonald
Director for Families and Youth
Areas of Expertise: Families, TANF, Housing First for Families

Sharon McDonald is Director for Families and Youth with a focus on policy and program strategies to address family homelessness. She joined the National Alliance to End Homelessness in 2001. Prior to joining the Alliance, Sharon was a direct practitioner in a Richmond, Virginia community-based service center for people who are homeless for nearly seven years. She has experience providing service-enhanced housing in a subsidized housing development for low-income families with children and in housing for people living with HIV/AIDS. Sharon served as a Social Work Congressional Fellow in Senator Paul D. Wellstone’s office where she focused on welfare and housing issues. Sharon has been a Licensed Clinical Social Worker since 1991 and holds a Ph.D. in Social Work and Social Policy from Virginia Commonwealth University.


Jennifer Olney
Development and Administrative Associate
Areas of Expertise: Development, Administration

Jennifer grew up in Charlotte, NC before going to Clemson University where she earned a B.A. in Communication Studies and minors in Psychology and Nonprofit Leadership. Throughout college she worked with various nonprofits gaining experience in development and communications. Prior to joining the Alliance Jennifer served as a development intern at Orr Associates, Inc.


Kate Seif
Assistant to the President
Areas of Expertise: Legislative Activity

Kate Seif currently serves as the Assistant to the President. In this role, Kate works closely with Nan Roman, providing her with support for both policy and administrative issues. Kate also works with the Alliance’s Leadership Council and on a variety of policy issues. She graduated from Boston University with a B.A. in political science and a minor in international relations. Throughout college, Kate gained experience interning at both foreign and domestic nonprofits, a consular office, and the United States Congress in the Senate Committee on Homeland Security and Governmental Affairs.


Lisa Stand
Senior Policy Analyst
Areas of Expertise: Health Law, Advocacy Campaigns, Community Engagement

Lisa Stand joined the Alliance as a senior analyst in November 2010. She concentrates on policy intersections between solutions to homelessness and access to health care, to inform advocacy and program development, and to support Alliance priorities. She has background in health law, advocacy campaigns, and community engagement. Prior to November 2010, she concentrated on health and aging issues at AARP, and previously worked as an attorney at the U.S. Department of Health and Human Services. Lisa has a J.D. from Georgetown University Law Center (1987) and a B.A. from Bard College (1980).


Norm Suchar
Director, Center for Capacity Building
Areas of Expertise: Consulting, Technical Assistance, Training, and Capacity Building.

Norm Suchar joined the staff of the National Alliance to End Homelessness in 2002. He directs the Alliance’s Capacity Building Center, which helps communities implement system-wide strategies that prevent and end homelessness. He assists communities with implementation of the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act and the Homelessness Prevention and Rapid Re-Housing Program (HPRP). His prior experience includes work on federal policy for the Alliance related to housing and homelessness programs, three years in the Budget Office at the U.S. Department of Housing and Urban Development, where he focused on homelessness and community development programs, and two years working in child welfare for the State of Utah.


André C. Wade
Policy and Program Analyst
Areas of Expertise: Youth, Child Welfare and LGBT issues

André Wade is a Program and Policy Analyst with a focus on youth who are runaway and unaccompanied, exiting or formerly in foster care, and LGBTQ. André has worked in social services for over 13 years providing and coordinating services to at-risk families in and out of child welfare, youth on probation and school-aged children with developmental disabilities. From 2008 to 2010 he was on the Human Rights Campaign’s (HRC) All Children-All Families Advisory Council, which focuses on equity in the recruitment of LGBT foster/adoptive parents. Currently, André is on the national Board of Directors for StandUp for Kids and has been on the Advisory Board of the Runaway and Homeless Youth Training and Technical Assistance Center (RHYTTAC) since 2011. André is from Las Vegas where he earned a Bachelor’s degree in Psychology and a Master’s degree in Public Administration from the University of Nevada Las Vegas.


Kimberly Walker
Capacity Building Associate
Areas of Expertise: Strategic Planning, Program Analysis and Evaluation

Kimberly Walker is a Capacity Building Associate with the National Alliance to End Homelessness. In this role, she works with the Center for Capacity Building to help communities create, implement, and evaluate plans to end homelessness based on their specific needs. She is the Center’s point person on issues related to coordinated entry, prevention, and diversion, and has assisted in projects all over the country ranging from ten year plan to development to survey assessment of consumer needs. Prior to joining the Alliance in 2010, Kim worked for Beyond Shelter, a non-profit doing Housing First with homeless families in Los Angeles, and contracted with HUD’s Office of Community Planning and Development. She received a Masters degree in Urban Planning with a focus on Community Development and Housing from UCLA in 2009 and a B.A. from the College of William and Mary in 2006.


Pete Witte
Research Associate
Areas of Expertise: Urban Research, Mapping, and Data Analysis

Peter Witte joined the Alliance in 2010. As Research Associate, he works to help disseminate homelessness information in a clear, easy to understand way so that policy and decision-makers, practitioners, and the public are better informed. Prior to his research work with the Homelessness Research Institute, Pete conducted urban research with both county and state-level community planning departments. He holds a Master of Community Planning from the University of Maryland in College Park and a Political Science degree from Southern Illinois University Edwardsville.
